Access to universities in Uruguay

Uruguay does not have a single national entrance exam that everyone who wants to study at university must take. However, that does not mean that simply enrolling in any degree is enough: the bachillerato you completed, the documentation, the deadlines and the conditions of each institution matter.

Many programs allow admission without a general selective exam. Others establish specific tests, quotas or selection mechanisms. Before choosing a higher education option, check which path corresponds to the degree and campus you are interested in.

How to gain admission to the Universidad de la República

The Universidad de la República (Udelar) brings together the instructions in its admission portal. The process includes identifying the requirements for the degree, completing pre-registration and waiting for the verification of your records by the corresponding Bedelía.

Verification of completion of secondary education is carried out primarily through the available ANEP information. Depending on your background and situation, additional documents may be required. An application that has been started is not the same as a confirmed enrollment.

Also check whether you must separately register for courses, introductory activities or tests. The deadlines of one faculty should not be applied to another. To plan for the following year, use the calendar published by the University: the 2026 admission dates are not valid as the 2027 call for applications.

Which bachillerato you need

The secondary education requirements depend on the degree. Some accept various guidance backgrounds; others require specific tracks or provide alternatives based on prior studies. Review the official program description and consult Bedelía if the name of your bachillerato does not match the published list.

For example, when comparing Law, Economics or Business Sciences, it is not enough to know that you finished secondary education: you need to identify the specific degree and its conditions. For studies related to Physics and engineering, the math preparation you will start with also matters.

If you have a pending subject, ask whether conditional admission exists and by when you must pass it. The answer must come from the regulations applicable to your case, not from the experience of someone who enrolled in another year.

Specific tests and initial evaluations

There are differences between an aptitude test required for admission and an evaluation that organizes the academic path. Some Music degrees include specific requirements and tests, detailed in the Music Facultad de Artes admission information.

Facultad de Ingeniería has introduced an initial test to determine the training path. The 2026 institutional admission information clarifies that it is not an admission test intended to prevent access.

Therefore, when you read that there is an exam, find out what function it serves: selecting applicants, certifying artistic knowledge, diagnosing learning, or assigning a path. The word “test” alone does not describe its consequences.

Admission to UTEC and degrees with limited spots

Universidad Tecnológica (UTEC) publishes its programs and requirements at Descubrí UTEC. You must check the accepted bachillerato, the campus, the schedule, the modality, and whether the program has limited spots.

In programs where demand exceeds the available places, lotteries or other mechanisms published by the institution may apply. The 2026 admission lotteries in information technologies show that pre-registration does not always guarantee a place.

The fact that a degree is blended or online does not remove its requirements either. Check in-person meetings, practical work, and in-person evaluations before choosing a campus far from your home.

Documents for enrollment

The institution sets the final list. It may include an identity document, secondary education accreditation, photograph, health card and forms. UTEC and each Udelar service publish their instructions; avoid treating a list from one faculty as a national requirement.

The formula 69A or other proof of completion may be necessary depending on the origin of your studies and the available electronic verification. Prepare readable files and verify that the data matches. Save the receipts and check Bedelía messages.

If you finished secondary education in another country

Udelar allows you to apply for admission with foreign pre-university studies without requiring as a prior step a revalidation before ANEP. The university service evaluates whether those records are sufficient. This does not mean automatic recognition or elimination of all documentation.

Check the information for migrant students and students with foreign studies. Review certificates, legalizations or apostilles, translations and method of submission. If you have already studied a degree, any revalidation of subjects is processed through its specific procedure.

This route applies to Udelar. For UTEC or a private university, check their own conditions for academic recognition and enrollment.

How to verify an institution and its degree

For private tertiary education, the Ministry of Education and Culture publishes the authorized institutions and recognized degrees. Check the university or institute, the degree name and the conditions of the program. Check the list's update date.

For Udelar and UTEC, consult their official catalogs and resolutions. Do not confuse a university institution with a center that offers training courses. Training in Photography, languages or another activity may grant a credential different from a university degree: identify which one you will receive before enrolling.

Costs of studying and scholarships

The undergraduate degrees at Udelar and UTEC's public undergraduate programs are publicly funded, with no direct tuition fees for students. That doesn't eliminate accommodation, transport, food, connectivity or materials costs. Postgraduate programs and other activities may have different conditions.

The Fondo de Solidaridad offers financial support for students at Udelar, UTEC and the tertiary level of DGETP-UTU who meet its requirements. It assesses socioeconomic circumstances and other requirements; university enrollment does not automatically grant the scholarship.

For the 2027 scholarships, the Fund announced applications from November 1, 2026 to February 28, 2027. Also check your institution's student welfare support and its compatibility conditions.
